Turns Out Most of the Power Budget Was the Screen, Not the Radio

A second batch of dead HEMA e-paper tags sent me back into the firmware — this time for the boot ROM, a power budget that actually adds up, and a version-numbering bug that made new firmware look older than old firmware.
